The Downtown Hayward Improvement Association (DHIA) was established in 2018 to administer the newly created Downtown Hayward Community Benefit District, a property-based special assessment district established to implement services in-district above and beyond what was currently being provided by the City of Hayward.
The Downtown Hayward Improvement Association (DHIA) is currently working on drafting its 2021-2022 Annual Report and will be sending it out to downtown stakeholders very soon.
