Downtown Hayward Improvement Association (DHIA)

In the summer of 2014, a new Downtown Hayward Community Benefit District Steering Committee was established to survey downtown property owners regarding local sentiment on the creation of a property-based assessment district to fund “enhanced” services in the downtown community. Four years later in 2018, the Downtown Hayward Community Benefit District (CBD) was formed to fund supplemental programs, improvements and services within the downtown boundaries above and beyond what is being currently provided in the form of general-benefits from the City of Hayward. The Downtown Hayward Improvement Association was incorporated shortly thereafter to manage the assessment funds and begin administering enhanced services as directed by the Interim DHIA Board of Directors.

All services funded by the assessments outlined in the Management District Plan are intended to directly benefit the property, business owners and residents within this area to support increased commerce, business attraction and retention, retain and increase commercial property rentals, enhanced safety and cleanliness within the district boundary, improved district identity, and eventually fund specialized beautification projects.

DHIA 2024 BOARD OF DIRECTORS

The Downtown Hayward Improvement Association is governed by a 12 member Board of Directors composed of property owners, local business owners, City representatives and Community (at-large) members. The Board meets on a bi-monthly basis to deliberate on issues impacting the downtown district, including but not limited to district cleanliness & safety, sidewalk and public space beautification, downtown marketing and promotion, economic development and traffic congestion and calming.

DHIA Sub-Committees

The purpose of the Corporation’s sub-committee structure is to discuss in-depth issues of relevance to the Board and to implement the goals of the Downtown Hayward Improvement Association. The Committees are defined by 3 realms of advocacy and facilitate the majority of the discussion or “brainstorming” devoted to any particular topic/project prioritized by the Board.

District stakeholders are encouraged to participate regularly at the Sub-Committee level to be considered for Board Membership and Nomination. All Committees of the Board are subject to the opening meetings and records provisions of the Ralph M. Brown Act.

SOBO

Sidewalk, Operations, Beautification & Order Committee (SOBO)

The SOBO committee oversees the daily maintenance operations of the community-benefit district as well as implements initiatives that are designed to enhance the beauty and safety of the Downtown Hayward.

LAND USE

Land Use Committee

The Land Use Committee focuses on collaborating with existing and prospective property owners to not only establish a sense of continuity between new projects and the existing character of the downtown, but also serves as a valuable mechanism for community feedback on new developments. Additionally, the Land Use Committee advocates on behalf of the community in matters pertaining to the overall pedestrian experience of Downtown Hayward, prioritizing initiatives that encourage walking and/or biking in our downtown area.

DISI

District Identity and Streetscape Improvement Committee (DISI)

The DISI Committee focuses on actively curating and managing the identity of Downtown Hayward. As part of a comprehensive marketing strategy, the DISI committee seeks to promote the district through consistent branding, the enhancement and greening of public spaces, community-based special event organizing, and media relations outreach.
